If you turn the ignition on and off, you should hear the valve click into action.
If there was no click, then check for current in the wires with the ignition on. If there is no current, then find the defect in the electrical diagram.

Remove the connector from the valve and apply battery voltage directly to the valve. It should now click.
Connect the ohmmeter to the valve contact and to the valve body. The required value is 9-12 Ohms at a temperature of about 20°C.
If there is a defect, remove the wires and unscrew the valve.
Screw in and tighten the new valve with a new sealing ring. Put on the wire.
